That's up to you but I wouldn't ever let anyone email a 7 MB file. I don't
think email was meant to send a file so large. As a matter of fact you may
have problems at the other end with some mail servers refusing a file as
large as that.

I've been trying to increase the maximum outbound message size but it 
doesn't seem to be working. I have it set to 12MB but we can't send out 
anything larger than 7MB or so. The single message max size is set to 
12MB also.  I've stopped and restarted the smtp and queue manager 
services, but nothing changes. Clients are using Outlook Express.
