Yes. And it has been normal for years. The FIVETENSRC and FIVETENIGNORE tests have very high false positives. FIVETENSRC, for example, lists entire Class B ranges (65,536 IPs!) if a single IP in that range sends a spam.
10.Tcpa and 11.Free is really wide range, but based on description on misc.spam I disagree with you in this point.
"misc.spam" is FIVETENSRC. I believe that test has had a very high false positive ratio for a long time (certainly since before IMail v8's anti-spam was released). And you are right that FIVETENTCPA and FIVETENFREE also have high false positives (but not as much as FIVETENIGNORE or FIVETENSRC, as far as I know).
