However-- these rules are not just blocking attachments they are blocking some legitimate emails (mainly html newsletters) any ideas--- ??
That's a very, very common problem. That's the drawback with filters: they look for text, and can't do analysis (such as decoding MIME segments). You need anti-virus software (such as Declude Virus) to do so accurately.
Or do I just need to drop the .com ext rule --
That is one option. The problem is that your rule picks up things such as "<TAG NA_ME=whatever>blah.c_om</TAG>" (minus the "_"'s, of course -- that's another problem with filters; many people with filter problems never get the responses to their questions about filters unless the poster munges parts of the response).
If you search through the archives, you can find lots of suggestions for filtering attachments, each with its own benefits/drawbacks.
