Is the user connecting over a dial-up or slower ISDN connection? Was the one email that keeps repeating a large message with an attachment? Have you tried restarting the POP3 or IMAP service, whichever they are using? Usually this occurs because the header was processed by the mail client but the message was never flagged as read on the server.
