But is this not solved by servers announcing untagged responses?
This is a mandatory requirement of IMAP servers.
 
Does the server have to behave differently and announce the newly-arrived messages seperately? Are you suggesting any special implementation on the server side?

There are two parts to the answer.

The first part is that this is a well-known bug in OE.  Indeed, it should
not be attempting to fetch UIDs for messages which have not yet been
announced in the session.

The second part is that you can avoid this problem in your server by
immediately announcing newly-arrived messages in all sessions which have
the mailbox selected.  Although not required by the IMAP specification, it
is nonetheless bad behavior for a server not to do so.

OE is broken (in violation of the specification), and your server is not.
Nevertheless, the most straightforward workaround for OE's broken behavior
is to immediately announce of new messages; and this is something that is
actually desirable for all clients.
