One "can" in the same sense that one "can" implement an IMAP server that
always deletes and expunges all messages (whether or not you had set the
\Deleted flag) when you log out.  One "can" implement an IMAP server that
says OK to a COPY command but doesn't actually copy the message.

Put another way: one "can" be evil or stupid; but just because one "can"
be that way does not mean that one should be that way.

The fact that the ability to create keywords is indicated in
PERMANENTFLAGS should be a hint as to where the path of goodness is
located.  So is the fact that the ability to create keywords would not be
particularly useful if they did not persist between sessions.

Nevertheless, the specification does not dictate morality or intelligence.
