They're asking for a way for the server to kick the client into the unselected state.
(Personally, given clients won't easily be able to test that, and it will be hard to motivate client authors to enable such a thing, I suggest that such functionality is already available with BYE.)
I agree with Tim's assessment, and I suggest that you refer to RFC 748 for a better understanding of the issue.
I was young and foolish when I wrote RFC 748, but some amazingly important lessons have been taught by that document.
