What IMAP server is being used? It might be an issue with not having CONDSTORE/MODSEQ available that needs to be looked at (there was code prior to 2.6.1 that was incorrect in how we were calling some imap library methods when CONDSTORE is not available and this was changed in 2.6.1).

This time it is Dovecot 2.0.19 as shipped with Ubuntu 12.04 LTS, the other server is Cyrus 2.4.17 which you have tested recently as working... But as said after re-pairing it works again, it is only troublesome to update with existing ActiveSync user base :-(

After some more tests it looks like the problem is more serious. As said after full-resync and enable/disable Push it looks like it were working, but after closer inspection the following problem arises. After start of the Phone all looks normal. If for example a new mail arrives the Phone show new mail has arrived as it should with working Push. But from that point on it is sending short requests (no IMAP login!) to the server with 1-3 seconds in between on and on so the Phone battery is drained at alarmingly pace.

What, exactly, is the request that is being made and what is the result of this request?

A second ActiveSync account to an older Horde_ActvieSync (2.5.6) doesn't show this.

System:
Dovecot 2.0.19 (Ubuntu 12.04)
Horde/IMP latest

Phone:
iPhone 4S with iOS 6.1.3

Any hints how to debug this?

Anything in the Horde log or webserver log? What about the sync log? I have no trouble with the same exact setup locally.
