In the UK everyone has the right not to be in the phonebook, called
ex-directory. I imagine the same rules certainly apply in the other
European countries and even the US has the term unlisted, which makes me
believe the same rules apply there.

But this goes far further than a phonebook, only contains name, address
and phone number. Online ones are restricted to only give you a phone
number if you know a name and an approximate address. You cannot find
the name of someone from an address or phone number, or find a phone
number of an address without a name.

This data is closer to census data.
