I block all our dialup IPs for outbound port 25 access.
I require all my dialup users to use my smtp server to
send out mail.

I do this for two reasons:
1) To prevent any of them from running their own smtp server to spam
2) To stop viruses that spew their infection via internal smtp services

I can think of no valid reason that a customer would need outside access
to port 25. Anything they want to legitimatly do related to send out
email, they can accomplish through my smtp server.

Just my position :)
