We don't have any plans at the moment for a virtual PV framebuffer so
yes. We'd have to figure out a way to tunnel it over ssh though, or
otherwise secure it, if it's to be on by default for a guest.

There'd also need to be some virt-install changes so it understands to
use the guest's VNC instead of the host's domain VNC, but that's
probably not a huge problem.
