non-binding votes are not required to be counted or tallied.  Projects 
or Community Groups can choose to take them as a form of feedback, but 
they have no affect on the outcome.

In general, it is my experience that most projects and community groups 
on opensolaris.org make decisions by informal consensus rather than 
formal voting.
