Nothing so crude. We're talking fully automated deployment and configuration of systems and applications, precisely to a customers exacting specifications. Really, the job of a packaging system within this environment is to do what it's told, move the bits, and get out of the way. It shouldn't be in the business of making decisions or trying to enforce policies off its own bat. All the interesting stuff is driven by scripting of some sort.
