Dear Gurcharan,
Thanks for pointing out this feature of Ottelia. Indeed, it now
appears that the picture on the FOI link
  http://www.flowersofindia.net/catalog/slides/Swamp%20Lily.html
is not Ottelia ovalifolia, in all likelihood. The leaves seemed to
agree quite well with Ottelia ovalifolia, and so did the 3-petalled
flowers.
Rashida's plant and the plant at Flowers of India (FOI) are mostly
likely the same species. The inflorescence does look like that of
Sagittaria species. However, I am unable to find any matching
Sagittaria species, as of now. The leaves of Sagittaria guayanensis
are very different from those seen here. As Rashida mentioned,
Sagittarai rigida came the closest, but not quite.
Rashida's plant was seen at a Japanese garden in Mumbai, while the
plant at FOI was photographed at Jeejamata Udyan, Mumbai. So, it is
quite likely that it is some exotic species, which may not be reported
from India. I only hope that we wouldn't have to explore another
genus.
    Best wishes
    - Tabish
