New York, February 6, 1999.

                OPEN LETTER TO UNSG KOFI ANNAN, C/O JAMSHEED MARKER

Dear Mr. Secretary General,

I appreciated very much your good offices on East Timor Tripartite talks which
has been executed to the best of his ability in diplomatic skill and
experiences
by your Personal Representative Ambassador Jamsheed Marker.

As a "reformed" newspaperman after being suppressed for forty years by the
previous regimes, I am feeling free as never before due to the generous
attitude
of President Habibie and his Information Minister.

I feel free to contribute my humble ideas to you based on my experiences as UN
correspondent for 26 years so that the Tripartite talks would end up
successfully
as a UN Treaty of a peaceful resolution towards the independence of East Timor
and wouldn't  end up in a deadlock as a result of the disagreement on:
referend-
um, the disarmament of the armed irregulars on both sides, the opening of UN
Office, and the deployment of the peacekeeping forces which you couldn't
afford
to finance.

Everybody wants to be happy there would be a way for Indonesia to exit
peacefully
and gracefully without spending anymore money and energy, and last but not
least
to put an end to international condemnations, concurrently the transition to
East Timor independence could be achieved almost immediately without inter-
national bandwagon resented so much by Indonesia, without needless bloodshed
anymore:

I would suggest that all leaders of East Timor from both sides and Indonesia
and
Portugal be invited to accept the formation of an interim coalition regime to
pre-
pare the referendum after the official withdrawal of Indonesian troops and the
disarmament of the irregulars.
Mr. Joao Carrascalao suggested to me that the Indonesian forces should be
util-
ized as part of the UN Peacekeeping forces together with the forces from
Austra-
lia, Japan and other countries who could afford to finance themselves.

Only the UN Troops could guarantee the open, free, fair and square plebiscite
and
safety of the civilians from possible clashes and violence and it can be done
without
UN appropriations, without Indonesia's unwanted involvement anymore.
