Pro- and Anti-Integrationists Told Not To Blame Each Other

Jakarta, June 27 (ANTARA) - East Timorese social figure
Clementino Dos Reis Amaral expressed hope that the 60 pro-and
anti-integrationists who will take part in the three-day plenary
meeting on reconciliation among East Timorese (Dare II) starting
on Monday would no longer blame each other.

"They must produce a good agreement for the future of all the
East Timorese people. The time has come for them to have a far-
sighted outlook," Amaral said here Sunday.

Clementino himself is not among the 60 participants of the
meeting initiated by Dili bishop Carlos Filipe Ximenes Belo and
Baucau bishop Basilio do Nascimento as a follow-up to the first
such a meeting held in East Timorese small town of Dare last
September.

Clementino, who is also the secretary general of the National
Commission on Human Rights (Komnas HAM) said the two rival
factions should abide by the disarmament accord as part of
efforts to restore the life of East Timorese to the peaceful
condition free from intimidation.

As such, all East Timorese people who are eligible to vote in
the direct ballot on the offer of a wide-ranging autonomy
scheduled for August could channel their political aspirations
well, he said.

"The fair result (of the meeting) will benefit all parties... The
participants of the meeting must vow that whoever wins the
direct ballot, all parties must respect it," he said.

Asked if the closed-door meeting held at Sheraton Hotel at the
Sukarno-Hatta airport compounds on June 25-30 will yield a
political compromise and resolve to form a joint government in
the wake of the direct ballot, irrespective of which faction
will be the winner, he said:"That's a good thing."

"I think that is a good thing... And, in the event of functional
sharing, the posts must be shared properly by employing
professional people who have a high integrity and good morality,
respect human rights and are ready to fight for the fate of the
entire East Timorese people," he said.

But was pessimistic that the offer of a wide-ranging autonomy
agreed upon by Portugal and UN Secretary General Kofi Annan on
May 5 will be discussed at the plenary meeting.

"I think it is rather difficult for the pro-independence group
to accept the offer of (wide-ranging) autonomy. On the contrary,
it is also rather difficult for the pro-integration group to
accept the offer of full independence for East Timor," he said.

He suggested the two rival factions fully leave the options to
the people of East Timor and the task of East Timorese figures
at the plenary meeting is to reach an agreement to respect
whatever the result of the direct ballot will be.

At the meeting, the United Front for East Timorese Autonomy
(UNIF) is represented by 30 of its members: Lopez da Cruz,
Armindo Soares Mariano, Domingos Soares, Salvador Soares, Simao
de Assuncao, Basilio Araujo, Fransisco Lopes de Carvalho, Mateus
Maia, Cancio Carvalho, and Joanico Cesario Belo.

Abilio Soares, Joao da Silva Tavares, Rui Lopes, Edmundo da
Conceicao de Silva, Florentino Sarmento, Dominggos Policarpo,
Januario Moreira, Elias Enes Carceres, Gil Alves, Jose Estevao
Soares, Bernardino Mariano Sousa, Tito Batista, Jose Antonio
Tavares, Filomeno de Jesus Hornay, Natalino Monteiro, Josefina
Barros, Filomeno Lesvaldo Ximenes, Hermenio da Costa, Eurico
Gutteres and Nasercia Osorio Soares.

Meanwhile, the pro-independence group are represented by Xanana
Gusmao, Leandro Isaac, David Ximenes, Frederico Soares, Mariano
Sabino, Armandina Gusmao, Manuel Carascalao, Avelino Coelho,
Julio Alfaro, Antonio da Costa Gomes, Mario Viegas Carascalao,
Olandina Caiero Alves, Jose Ramos Horta, and Fernando de Araujo.

Hersio Campos, Henrique Corte Real, Zakarias da Costa, Jose
Amancio da Costa, Roque Rodrigues, Lucas da Costa, Domingos de
Sousa, Mari Alkatiri, Fransisco Ribeiro, Ines Almeida, Gui
Campos, Domingos Alves, Joao Carascalao, Maria Paixao, Jose Luis
Guteres and Milena Pires.

Former Fretilin president Dr. Abilio Araujo is not included in
the list of participants but the meeting's organisers have
reportedly invited him as an active observer with the right to
vote.
