E Timor : RI REGRETS ATTACK ON HUMANITARIAN CONVOY AT LIQUICA

Jakarta, July 05 (ANTARA) - The Indonesian government here Monday
expressed regret about the reported attack a humanitarian convoy
Sunday by a pro-integration militia group at Liquica, some 40
kilometers west of the East Timor provincial capital of Dili.

"I really regret that there has been another incident, but I would
call on all parties there to restrain themselves and maintaining
security so that similar things don't happen again," Foreign
Minister Ali Alatas said.

Speaking to reporters on the sidelines of a meeting with a House
Representatives' commission, Alatas however admitted he had yet to
receive a full report on Sunday's incident.

Press reports said member of the pro-Jakarta Besi Merah Putih
(BMP) militia group attacked the humanitarian convoy as it was
leaving the town of Liquica.

The Dili-based Human Rights and Justice Foundation was quoted by
Jakarta Post daily as saying that some workers were injured in the
raid.

A spokesman for the UN Assesment Mission in East Timor (UNAMET)
was reported as saying in reaction to the incident that the
mission would pull out all of its personnel from Liquica.

Meanwhile, The Indonesian government Monday indicated it was still
unprepared to release jailed East Timor anti-integration leader
Xanana Gusmao.

Justice Minister Muladi said Gusmao was being kept under house
arrest in an ordinary house near the Cipinang State Penitentiary
in central Jakarta "for the sake of his own security."

"For the sake of his own security, Gusmao is still under house
arrest," he said. But the minister added his ministry was ready to
assign some of its officers to escort Gusmao wherever he needed to
go to take part in on-going efforts to settle the East Timor
question.

On Sunday, Foreign Minister Alatas admitted to the press that
Gusmao was "part of the solution" in the East Timor issue so that
he would eventually have to be set free. But the Indonesian
government was still waiting for the appropriate time.

Alatas made the statement after a meeting at his office with five
leaders of the National Council for Resistance in East Timor
(CNRT), including Xanana and 1996 Nobel laureate Jose Ramos Horta.

But Jakarta apparently remains committed to its once-stated plan
to free the CNRT leader only after the UN-administered direct
ballot on autonomy in East Timor some time next August.
