"Compared with Law No 23 of 1959 on provisions for the declaration of a state of emergency, the RUU PKB is much more democratic," Muladi said. He said the new bill means that Law No 23 of 1959 concerning provisions for the declaration of a state of emergency is revoked," Muladi told newsmen at the Bina Graha presidential office. Muladi also cautioned that the new bill should not be considered a replacement to an earlier anti-subversion law. "The anti-subversion law has been revoked. Only some of its articles, namely those to fight communism, have been incorporated into the Criminal Code," Muladi said. Muladi said the bill would be put into force soon after it had become law. "Otherwise, Law No 23 of 1959 (which was undemocratic) will still be effective," he said.
