CHINA, RUSSIA MIGHT VETO INT'L TRIBUNAL, SAYS MINISTER SHIHAB

Jakarta, Jan (ANTARA) - Foreign Minister Alwi Shihab Thursday
speculated that China and Russia would veto any UN Security
Council initiative to refer the case of Indonesian military
officers accused of involvement in human rights abuses in East
Timor to an international tribunal.

Of the Council's five permanent members namely the United
States, Britain, France, People's Republic of China and Russia,
the two last mentioned countries would possibly exercise their
veto right to block any resolution that would put Indonesia in a
tight spot, he said.

"In foreign minister said he had come to the conclusion after
recently lobbying various quarters in New York and Washington DC
including UN Secretary General Kofi Annan, Security Council
members, the permanent representatives to the UN of about 20
countries and US Secretary of State Madeleine Albright.

He said during his trip, he had tried to convince all the
figures he met that Indonesia's National Commission on Human
Rights (Komnas HAM) was capable enough to carry out he inquiry
into East Timor human rights abuses according to international
standards so that no international intervention was needed.

"I told them that we are in the process of positioning ourselves
amid the international community. Komnas HAM will do its duty in
keeping with international standards," Shihab said.

A number of high-ranking military forces including former TNI
(National Defence Force) Commander General Wiranto - who is now
Coordinating Minister for Political Affairs and Security, have
been summoned by the International human rights commission to
clarify their alleged involvement in the mayhem that broke out
in East Timor after the UN-organized August 30 ballot.

East Timor is on its way to become an independent nation after
Indonesia's People's Consultative Assembly in October last year,
revoke a decree declaring the territory an Indonesian province.
