When I first started using CVS I didn't know how, was naive in believing it was difficult and therefore sought out precompiled binaries which were available for Windows. Unfortunately the CVS project isn't supporting an FTP server, access to CVS source archive doesn't allow anonymous access and I'm not aware of a command line HTTP download utility. Once downloaded and extracted it's a three step process as you've said but perhaps I've misunderstood your suggestion regarding the script.
