The CFX setting takes precedence over the server setting.

I don't know exactly how WIndows selects IPs for connection but here is a simple 
example:

NIC#1 - connected to internal subnet 10.1.1.xxx
NIC#2 - connected to public address

If you ask Windows to connect to a server on the net from an IP on NIC#1 then Windows 
will use another IP on NIC#2.

Like I said, Windows has the option of overriding the requested IP.
