And I've been thinking of these two files before and I thought that it should be better to have both of them hardcoded into the code by default so they were totally independent of each other. Like system.runlevel and user.runlevel where the former are distro hardcoded stuff that shouldn't be touched by the user and the later are user specific stuff.
