Hmm, maybe I didn't wrote what I meant. Of course the users should be 
able to change what they want. I just meant that the two config files 
should be totally independent of each other and both will run by 
default. But as they're just textfiles you can change both of them if 
you like but your distros package manager will not ever touch the 
personal file just the distro file.
