Obviously handling quotas is going to be more overhead if one runs from system to system and hacks every system up in ad-hoc mode; that kind of stuff should be automated and preferrably come onto the system as a package, so that it can be deployed over thousands of systems in parallel in a matter of mere seconds; that's what engineering versus system administration is all about.
