I could not agree more, but, as others have noted, the LISP WG's purpose is to split out the work of documenting the LISP protocols as experimental. This does not preclude the needed research above from happening in the IRTF. A note on these issues might be useful to include in the LISP documents under 'deployment considerations' or 'open issues'.
