I navigated this way: www.ietf.org > Info for Newcomers > Other general mailing lists and I got to https://www.ietf.org/list/
Which says: > * Non-Working Group Lists <https://datatracker.ietf.org/list/nonwg/> : > including lists hosted @ietf.org and elsewhere that may be of interest to IETF > participants. Addition of a new list or modification of an existing entry both > require the approval of an Area Director. > > > Please note that mailing lists @ietf.org are for conducting official IETF > business only and must be approved by an IETF Area Director, the IETF Chair, > or the IAB Chair. Statements addressed to these lists are considered IETF > contributions and are subject to the IETF intellectual property rights rules > as defined in RFC 5378 <https://www.ietf.org/rfc/rfc5378.txt> , "Rights > Contributors Provide to the IETF Trust," and RFC 3979 > <https://www.ietf.org/rfc/rfc3979.txt> , "Intellectual Property Rights in IETF > Technology." > > > To request a new working group mailing list, please see "How to Request a New > Working Group Mailing List at the IETF > <https://www.ietf.org/list/request.html> ." To request a non-WG mailing list, > please refer to "IETF Non-WG Mailing Lists > <https://www.ietf.org/list/nonwg.html> ." That last link is the answer to your question. It doesn’t need to be an IETF-hosted mailing list. Just a discussion list to show there’s interest and progress.
