This is a good idea.

If you have exactly the same notification on multiple maps for the same device then I agree that it makes sense to only issue one notification. However if you have different notifications (e.g., a different sound notification on different maps) then you should continue to get multiple notifications.

No. For notification purposes, the devices are still independent. We
can certainly consider that possibility as an option for the future,
though. I don't think it's something we'd do for 4.6 at this point.
