There is.

Simply change the double-click action of any vertex (device or network or text object) to a URL like this:
intermapper://$SAMEHOST$:8181/g4ad45684?MAPID=g4ad45684

The easiest way to get the proper URL is to copy the double-click URL from an existing Map Status device.

The menu item to change the double-click URL is:
Monitor->Double-click Action->URL...

We have an tiered map system which is used like a table of contents.

Do you know how to set up a hierarchy of Maps in the Enabled Maps pane of the Server Settings? If you have a map with the same name as a folder, they will be displayed as a single entry in the Map List.

For example, in the Enabled Maps pane create a map and folder with the same name:
MapStatusA                      <map>
MapStatusA                      <folder>
        InnerMapA               <map>
        InnerMapB               <map>

The Map List will now look like:
MapStatusA
        InnerMapA
        InnerMapB

Although MapStatusA acts as a folder containing InnerMapA and InnerMapB, you can double-click (or use the Open button) on it to open the map "MapStatusA".
