If voting on a virtually identical RFC to a one that's already been
discussed in detail, just so that we can pretend that if we vote on it we
'HAVE' to delay the PHP 7 timeline, then yes, this is being like a law firm
in my opinion, which ultimately are also just 'sticking by the rules'.
