The problem is not to attach a window to a WFloatWS (detach.lua
already does this to put client windows into the floating workspace),
but to attach the WFloatWS itself to a workspace. The layer 2 object
in detach.lua is the floating workspace, not the window.

attach_new is the first problem, but all other layer related functions
(l2_hide & friends) are also WMplex functions. My feature request is
to move this to something like WRegion, but I guess this means
breaking most of the layer code for very little benefit.

Note that you can simulate this behavior by creating a tab-less,
single-framed, WIonWS on each workspace, and nest the actual workspace
in it.
