Actually you don't have to take that much care. JPEG was tailored to be loss tolerant. With a packet lost here and there it'd just get a little more blocky in some places, as long as the first packet doesn't get lost it will probably be all right.
I meant "unreliable" in the UDP sense: packets get lost, packets arrive in the wrong order, packets arrive and you aren't sure if they did. You'd have to know what you're expecting and when you have it all (or when to give up on getting it). Even with missing bits being handled by jpeg, you'd still have to build smarts into the transmission packet to deal with this.
