I meant SCM manager. SConscript, build flagand Jenkins configuration need to be managed carefully. Script template or enhancement also needs to be done. Doxygen also need to be cared.

SCM for me means "Source Code Management", which is the tool we use to manage the source code. Namely, Git. In that light, I fail to see how a function or a leader would help.
