   Fine, but that's completely orthogonal to whether
   the flow label is a good idea or not. Only by placing
   a value judgement on the supposed intractability of
   that problem does it effect the outcome here. As in,
   if you don't think it's solvable, it would obviously
   be throwing good bits after bad. If you're in the
   "don't know" camp -- as  I suspect many people are --
   I think we can easily reserve a few bits and state that
   the flow label only applies when the reserved bits
   are zero and that all other combinations must be
   ignored.
