This is bogus. You are claiming that looking up credentials once a connection is inefficient, but your fundemental goal is to have those same machines look up credentials once a connection if a magic bit is set. This line of reasoning says that once all nodes are setting the magic bit life will be inefficient and servers will stop providing service. A BIT PROVIDES NO VALUE. Either the receivers will care about CGA and have to check, or they will let anything through.
