So, I think some time may need to be spent looking at RFC 2491 which is "IPv6 over NBMA". Another pertinent document may be RFC 2590.

=> So far there is no explicit prohibition on ND on NBMA links. It leaves the door open for future tweeks if needed.
The details of how one uses ND on NBMA links is an area for further study.
