I don't believe that only prefix preference is needed. For mobile nodes,
both for source and destination address selection there is home
vis-à-vis care-of addresses (rule #4). Perhaps also given RFC 3041
section 2.3, source address rule #7 (either to prefer public or
temporary) would be needed.

For all nodes, it seems that source address selection rule #2 is
required:

        'Rule 2 (prefer appropriate scope) MUST be implemented
        and given high priority because it can affect interop-
        erability.' (RFC 3484, section 5)

I wouldn't agree that all source address selection rules should always
be excised from what is distributed.

IMO, it doesn't seem necessary to have two solutions, if what is meant
by that is to have one for SLAC clients and another for DHCPv6 clients.
Using RAs could probably work for both types of clients.
