I am less sure about the answer to this question.

My naive understanding was that as long as an endpoint exists, the
value of udpEndpointInstance should remain the same. I am less sure
about the reuse of udpEndpointInstance for the same four tuple. On the
manager side, I kind of would prefer if udpEndpointInstance values for
the same four tuple are not reused too frequently.

I agree that this should be clarified.
