Why? Are we going to have separate documents for IPv4 and IPv6 until
the end of time, even if the issues overlap 80%?
Having separate documents is a really good idea.... unlesss you are
willing to fight people that feel that introducing changes to v4
protocols damages their status quo.
As a matter of fact, I have often been surprised of v6 docs
referencing v4 docs as normative (eg., RFC 4443 referencing RFC1122).
IMO, that's a (politically) very bad idea.
