Maybe I should complete Brian's sentence:

/56 is a choice currently used by the registries in assessing effective IPv6 address utilization using the HD ratio, as part of the process of allocation of further address prefixes to an LIR. i.e. its not dictating what address prefix an ISP must use to number end sites. LIRs may use any profix size that they believe is appropriate to their needs.
