Thanks for the clarification.

If WKP(64:FF9B::/96) is the consensus, it better to state clearly that WKP
should not apply U/G requirements in the draft, right?

Especially, in the section 2 "When using a /96 prefix, the administrators
MUST ensure that the bits 64 to 71 are set to zero."

How about this:  "When using a /96 prefix, except the WKP that start with
the binary
   value 000, the administrators MUST ensure that the bits 64 to 71 are set
to zero."

It's more clear.
