Brian,

The paragraph this excerpt is taken from is clear, but by itself, this
sentence (as well as the last one of the paragraph) suggests that a domain
has to make a decision based on information that may be unavailable (i.e.,
if no node in the domain rewrote the flow label value).  Please consider
rephrasing this.
