That actually has received more discussion back in 2010... (I think you want to point to -03.) An earlier version of that draft received even more discussion while it was part of what is now RFC 6775, i.e. between 2008 and 2010. More generally, this draft could also be relevant as a potential input to having multiple routers collaborate implementing efficient-nd. In summary, I'd prefer if this didn't fall off the cliff.
