We seem to be going around in circles on this. If a station's tower  
is on a military base, it would seem to me that a lease with some  
government entity would be required. "Permission to build a tower"  
would be implied in such a lease. Perhaps what everyone is trying to  
say is the fact that the FCC isn't concerned the tower or studios are  
as long as the city of license is covered with the required amount of  
signal.
