Patrick -- For the record -- the former owners of KAST applied for the 1700 Khz 
channel -- not the present owners -- and at that time -- it was a requirement 
that they would give up 1370 after a five year period.  ----   KAST is a 1 KW 
-- Regional.  Yet the coverage area is by far less than maximum.   Allow all  
"NEW FM Banders"  coverage equal to the present class  AM  coverage -- plus a 
minimum of double the area coverage -- by simple application.  The value of a 
Class C -- or even C1 FM is 4 times that of KAST.    Give a 3 to 5 year period 
to vacate the AM channel.   So if KAST FM could cover from South Bend / Raymond 
to Tillamook and east to Longview-Kelso -- Fulltime in Stereo / HD --- I would 
say that about 85 % of all stations would take the FM channel.   TV channels 2 
to 6 operate from 54 to 88 Mhz.    New FM receivers could be on for sale in 
less than one year.  If KAST did not move to FM --- after others re-locate / 
vacate the AM channels -- it may be possible for
  1370 to increase power -- change antenna pattern -- or even move to another 
community.    It would give stations like 1600 in St. Helens -- a full time 
channel -- with fulltime coverage.   It would also "pick up" the dead weeds on  
AM and  allow more room to others.
