In my opinion we should arrange a meeting and
bring everyone's input into this discussion . Lets find the best solution in
order to make any decision or uniform strategy based on every one's valued views
and concerns .
I am
hopeful that we will be able to find a solution best suited for the whole of
industry with the backing of all members .

Thanks for your email. This is all
taht Highcourt could do as a first step to give an stay order and not
decision. This was already decided in the meeting with Chairman PTA in Karachi
that they would revise all the licences and clauses. Cost of regulation could
be more than 4% of the gross revenue as already mentioned in Saads email
dated 9-FEB-2001 addressed to Minister at MoST. Who would be debating /
contradicting the Ligitimate cost of regulation. A LAB / Surrvilance /
monitoring system nation wide could cost couple of million dollors, massive
foregin trainings / trips etc. would also be cost of regulations.
I suggest not to open the dialogue
for the the "cost of regulation" this could lead us to a more expensive
solution.

granting stay order and directed PTA to decide the submitted
reference within 30 days . The stance of PTA in the court was very
positive and they have shown their willingness to work with us in order to
