Dear ISPAK Members,

The PTCL is the first Telco in the region to provide access through UIN
(131-XXXXX) to ISPs for ISDN Primary Rate Access (PRIs). The PTCL
charges Rs. 2.31/call. An Internet Subscriber usually faces
disconnections. On an average, a user dials 3-5 times a day to an ISP.
As of 1st January 2002, the UINs are accessible in 558 cities in
Pakistan. To increase the penetration of Internet usage in 558 cities, I
would like to suggest the following:

- Flat fees for UINs (131-xxxxx) in provincial capitals 
- Free dial-in for UINs (131-xxxxxx) in all other cities

As the PTCL have reduced the rates of installation charges of new
telephone connections, a lot of Internet Subscribers may like to go for
new telephone connections if the calls to UINs be free or at a fixed
rate....
 
The ISPs in large cities like Karachi, Lahore & Islamabad are also being
affected by the Cable Network......The biggest attraction for home users
is that they don't have to pay for phone bills for UINs....So, the ISP
Business can also be promoted in a latent way....

Line Rent: Rs. 245/-
C.E.D 15%: Rs.  37/-
Total... : Rs. 282/-

Manual Exchanges

Line Rent: Rs. 156.50/-
C.E.D 15%: Rs.  23.50/-
Total... : Rs. 180.00/-

So, if the PTCL were to offer a flat rate of Rs. 100/- per month for
UINs or make it FREE, it can attract a significant number of dial-up
users....The Consumer price for Local Call Charges Inclusive of Central
Excise Duty is as follows: 

PTCL Call Charges:  Rs.2.01/- 
C.E.D @ 15%:        Rs.0.30/- 
Total...   :        Rs.2.31/- 

I would request all of you to pursue it to PTCL, PTA & MoST.
