   There seems to be multiple instances/declarations of both these ConfigKeys, 
can you refactor them to a class/interface and consume using that. I see one in 
AgentManagerImpl and another in VirtualMachinePowerStateSyncImpl, and you've 
added one more. Please refactor, thanks.
