The WAL splitter will create the HFiles under the recovered edits path. Now to
make these file are official HFiles (move to under the region/cf directory) is
the responsibility of primary regions. Only the primary region should do this.
This will happen when the primary region is opened. Only after that the
replica regions will come to know abt these new files and its refresher will
add those to its list of files (in memory).
