I just found this ticket while looking for something else, but this is the same issue I observed in #7174, described variable implementation is overriding command-line properties with hop-config.json values. As hop-config.json initialises with HOP_PASSWORD_ENCODER_PLUGIN=Hop, the first call to Described Variables blows away all command-line values. -- This is an automated message from the Apache Git Service.
