*Deployment details:*
* SolrCloud deployed with 4 solr nodes.
* External ZooKeeper ensemble with 3 nodes.
*Issue:*
* It is observed that during upgrading the Solr nodes shards state does not
correctly reflect the underlying replicas state.
* We could see that the shard2 state is active, but it's both the replicas are
recovering and down.
